The bigger question is how well those segments join into routes you can actually ride from one end of a trip to the other. This is an opportunity dimension, plainly stated: the flat land makes new connections easier to build than in hillier places, and linking what exists would do more for daily riding than added mileage alone.

For a northern city, that's a solid foundation: the year gives you far more riding weather than it takes away.
